As a result of having extended the wheelbase on my Miata by 7.3". I now need to extend the lower steering column shaft to reach the new rack position.

Any advice or tips on how to best accomplish this?

I picked up a second column and cut and welded the two together, lengthened mine by about 3 inches.

Alternative plan could be to purchase a tube steel with an ID that comes close to the OD of the existing shaft. The tube should be a few inches longer than the length to be extended. Min 2x (probably better to have 3x) the OD of the tube insertion on each end. Cut the shaft and weld circumferentially the tube to both pieces. I'm a big fan of rosette welds as a belts and suspenders mod.

Does this shaft also incorporate a collapsible feature?

Get a second shaft to extend it or cut it in a place where it won't compromise the compressibility, sleeve the outside.

I believe the miata has 3 pieces to the steering column? I removed one for my mid-engine build. I see no reason why you couldn't add one for your build.

That might even get you a little more flexibility in routing around exhaust.
