I don't think the axle center to seat back would be insurmountable. Perhaps with a thinner seat back? What will be an issue is all of the 13B ancillaries, alternator (I relocated mine to the side), Input manifolds, etc. I scaled the engine to size, flipped it around and placed it at 761mm from the axle c/l. Vertical elevation is a question mark. I couldn't find the dimension for axle center to the input shaft. I took a wild stab at it in the dwg. It may have ground clearance issues?

You can get rid of all the accessories from the front except the alternator pretty easily by running an electric waterpump, electric power steering, and a vacuum pump for the brakes.
Saves a bit of space at the front for sure.
Alternator, you could get away with a micro size one if you have limited electrical loads.

If you're going 13B-MSP from the RX-8 or 13B-REW from the FD RX7 (or a trigger wheel kit for the FC) then you won't have to worry about the distributor/angle sensor bulging out.

One thing to think about, the starter on the Mazda is mounted from the back, and the VW one is from the front.

I am fully expecting to be pushing the seating position further forward, and have the foot well be above and over the front axle. Deleting the "frunk" is something that is of no consequence to me. That was (and currently is) the plan for space for the drive train.

Also, I have no desire to go with a BEC setup with this chassis, as drag racing a BEC and doing a 1,000 mile roadtrip at the same time is a recipe for disaster that will lead to me on the side of the road with no parts availability.

As for using a FWD setup, spacing for width is a bit of a nightmare as well, as 2stroketurbo's Subaru 360 on youtube shows with the 4G63 swap he's trying to do.

Also, I am excited to see how I can engineer my way out of this space dilemma. A rotary is a bit of a priority for me, so if worse comes to worse, I will consider adapting the rotary to a FWD setup and mounting it in the rear transversely. I know a few people have done it before, just not well documented.

DatL24, can you mount the alternator alongside (or on top of) the motor? Might require a reverse rotation alternator from a Honda CR-V, a custom bracket and a non-stock belt. I'm doing the opposite, running a CR-V alternator low and in front of an LS-3 to address width and height challenges.

The alternator is top mounted on the 13B already.
In this case mounting to the sparkplug side would be the space saver.

2stroketurbo also has a vespa 400 that is vw framed at the rear with vw transaxle. Seems to fit well. A rotary would fit even better:
