Here is some discussion from SEMA discussing the California Program for Amnesty to Owners of Illegally Titled/Registered Specially Constructed Vehicles.

Also note that as of this second week in March 2012 there are still 370 SB100 certificates remaining with the DMV. They all weren't scooped up in January.
