When using a mustang (foxbody ) what do you need to complete the build? Such as; control arms, frame, manual rack, body panels, gas tank, windshield, head lights, tail lights, shortened driveshaft, springs and coils, and custom exhaust anything else?

You seem to have the major items. If you use and adapt the wiring harness (some do, some don't) you're done there. You'll need seats unless you make a pretty wide chassis as the Mustang seats are about 21" wide. They could be sectioned and re-welded, but they're quite heavy and pretty complicated. The steering wheel and various attached switches are useable too. The heater core is of a good size if you want a heater, but the controls might (probably will) need to be replaced. The radiator will need to be new or sourced from a junk yard as the Mustang unit is too wide for sure.

Depending on what you use for the front spindles you may need some new rims. That's all I can think of this early in the morning. I'm sure others will add to the list. If you're using a V8, there is a pretty good collection of completed build logs to look at now and a couple more in progress.

Cheers,

Damn! That front slip angle is way too large and the Ackerman is just a muddle.

You should be able to de-power and use the rack if you want.
