I have a friend who wants to make a batch of his own sports car in Australia, and prices there are just stupid, as simple as that.

Likely he can get the whole lot done in the USA and shipped to Australia for considerably less.

That being, it would have to be shipped from one of the coasts, West probably preferablebut east might be ok, so can anyone reccommend any companies please?

Not an answer to hour query, but cuttng the tubes may be a test for how determined he is to commiting to building a car.
Measuring and cutting to size is a very small but rewarding part of building.

Now on your question, China or India are much closer and may be cheaper.

We have several options here in Charlotte due to all the racing, but they still aren't cheap, and we're about 3.5 hours from the nearest port.

If your buddy hasn't made a prototype yet, I'd strongly suggest having them manually cut down for testing/evaluating design.
