I have not seen mention of any requirements for certification. I would recommend some practice though. :) I got some square tubing and practiced by welding one edge and then bending it till it broke. It should not break at the weld but the metal outside that area. If yu can come up with a project or two before the chassis that would also be good.

Welcome and read up on all the stuff we have here...

Matthew,
Go to the NYS DMV website and read about registering a homemade or Kit Car. Call and request the info packet. To my knowledge You do not need any certification. You will need receipts for EVERYTHING. Emission controls for the year of the engine block. Safety items NYS requires. No stolen parts. And of course SALE TAX!!!!

I suggest logging on to http://www.semasan.com and clicking on Titling and Registration to get comprehensive information for your state.

Wipers are mandatory and you will need two. I think they also have to be electric. You must have a padded dash, defrosters, padded sunvisors, DOT approved lights, a backup light, emergency brake, and obviously windshield glass in your windshield. You can do all of this stuff if you plan before you start your build.

Get your enthusiasm in balance Matthew, too many rush in and use up all their energy in 6 months then the energy runs out and it's just another unfinished project in the corner.

It will take time, accept that and that the first 80% takes 20% of the effort and the last 20% takes 80%.

Never be shy to come here and ask even what seems the stupidest of questions.

Yeah, those are the ones they refer to me!

Like Cheapracer said, the last 20%... Wow... It's been totally amazing to me how long the simplest looking stuff can take to actually do! The "big part", as in the frame, was a piece of cake, time-wise. Funny how that turns out...

But keep after it, think before you cut/weld/saw, and you'll do fine. Try to do a little bit of work, even 20 minutes, on the project every day, and keep it moving. It's my favorite "relaxation tool", wandering about in the garage after work.

Good Luck, and keep us posted!

I always tell people, don't build a Locost because you want a Locost. Do it because you want to build something.
