I'm gonna say ultra-lightweight, stiff chassis (so almost certainly a composite monocoque; probably from sandwich panels).

Lightweight and high revving engine, but with decent torque at lower revs for high-geared cruising (which rules out BECs for me); the Ford Sigma and Rover K-series are close to perfect, but too tall. A supercharged snowmobile or jetski engine might be an alternative, as might a rotary like the one in the RX8.

Sequential 6 or 7 speed dog engagement gearbox, fitted as a transaxle at the rear (eg. Hewland JFR; to minimise transmission tunnel width around the footwell, and to give better weight distribution).

Low drag bodywork, a la Lotus Eleven/17 or Lola Mk 1., to overcome the aerodynamic brick wall that 'Sevens' run into at three-figure speeds; also provides 'side pods' that can be used to increase chassis torsional stiffness in the cockpit bay, and provide a degree of side impact resistance.

As Horizonjob mentioned reference the Lalo, the aerodynamics also largely overcome Raceral's bugbear of wind buffeting, particularly if you fit a 'single seater' wrap-around aeroscreen and rigid tonneau, as per the 'Le Mans' Eleven; possibly also with an 'airjet' arrangement as used on late 60's/early 70's Lotus F1 cars and the Renault Spyder.

My old Westfield FW400 was close to perfect for me, but still had high-drag bodywork and a H-gate Hewland.

It wouldn't be 'Locost' in the absolute sense, of course, but cost is relative - it would be affordable enough for me (whereas something like a BAC Mono or LCC Rocket is a bit steep for me to justify), and the performance:cost would still be fairly extraordinary.

Exactly, nothing like the adventure of being stuck 30 miles up a country road with no cell phone signal and no where to put your thumb out except up your butt.
Only to realize later that you were having so much fun that instead of turning on the rad fan, you switched off the fuel pump.
