did anyone use suzuki SV650 v twin engine?

It's doubtful since it's such small displacement. When most people build a car they don't want to short-sheet it on a powerplant, and go to at least a 1-liter... These cars are light, but not nearly as light as a bike; you'll need the extra grunt.

so what is the power specs ? my guess is about 40 torks and 65 HP ??
there are many dwarf cars that run a 650 motor size there is a class for that size motor in dwarf racing . i have driven some and they are kind of quick for what they are .
as you know the key to any small motored car is keeping the weight down . most people do opt for the 1000cc motors or bigger .
if you go with a motor about that size and your cars weight is around 1200 to 1400 LBS you will be getting the power to weight as a old vw beetle . if your going to be happy with that then go for it .

because is Class C<1600cc, class B <2000cc, Charger x 1.7
if I take SV1000, 1000*1.7=1700cc, I'll racing with some K20A & real Caterham R500
if I use SV650, put on a turbo or supercharger, it still in class c

Aren't there some pretty potent 900 cc engines?

my D-sports car i use a GSX1000R motor's to power it .
there are two 600CC turbo powered cars in my class they are no were near as fast as the 1000cc cars . the totaly built GSXR motor i have dynoed at well over 275 HP your not going to get that type of usible power out a a 650 cc turbo motor like the other two racers in my class found out they can make high power numbers but the motors are not that drivable and they tend not to last .
now you could turbo the motor and run lower boost but after you buy the motor and then buy a turbo kit for it you may as well just get another NA motor out of a gsxr or some other type sport bike . totaled sport bikes are dirt cheap and can be had for around 500 dollars from salvage sites .

gsxr 750, cbr900 or 929, kaw 636 all better suited for this. anything 4 cyl up to cbr954 which is too big for your end goal will outperform and package easier. the sv has oiling issues if you wheelie or race in bike form, turn it sideways and you'll have a failure on a long right hand sweep. As many BEC builders have had to deal with.

you need both hp and tork !
the motor in my porsche 948 puts out more tork than hp but it does not rev all that high were the built motor in my lamborghini will rev to the moon but it has lower tork numbers than hp .

And in all actuality, torque over a wide RPM range is what really wins races, otherwise you are shifting more than driving. A high torque "peak" is not as desirable as a high torque "plateau".

Argue with Smokey if you wish, but a revvy small displacement engine in a much heavier car won't be much fun. If you're building within a displacement limit, why limit yourself in both size and support?
