Anyone ever use these?

I've never seen them before.

Traditional rivets expand to set.

Looks like they copied the plastic, reusable rivets common on most everything to hold plastic bodywork together. These would not be reusable.

Rivet long term strength depends in part on center pin retention.

A bolt would be a better choice in the video for tension loads. Rivets are primarily for shear loading.
